An additional two individuals have been arrested in connection with a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in Lambeth on suspicion of theft and assault and a woman, 23 was detained for suspected conspiracy to commit robbery. Both individuals are still being held, the force said.

The arrests come after a probe into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the incident, two women were robbed of their luggage after getting out of a car park lift.

A toddler aged three was among the injured during the incident. A total of five individuals went to hospital for medical care and have since been discharged.

Officers arrested a 31-year-old man on suspicion of theft and assault near the location. He was subsequently released under investigation while inquiries continue.

Authorities were called at approximately 8:10 in the morning GMT following reports of a number of individuals hurt by an irritating chemical believed to be pepper spray.

The attack - which police said was a standalone incident and not being treated as terrorism - caused train delays and the temporary shutdown of the main airport tunnel and the Terminal 3 parking facility briefly.
