Sheff Wed Deals with a 'Significant Problem', Declares New Football Authority

'We will play a key role in football's future' - football oversight chief David Kogan

Sheffield Wednesday's persistent issues are seen as a "major concern" and the independent regulator is aiming to acquire authority to investigate clubs in similar circumstances, the newly appointed chairman the official has stated.

During an extensive discussion, the regulator, who was named to the position this week, voiced concern towards the club's followers.

Kogan met with four supporters' associations associated with the football team recently.

The football club have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on several different times, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"Wednesday stands as one of the historic institutions for the English game and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will permit us to bring the club and similar situations referred to us if they require examination and acted upon."

Monetary Issues and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with potential new owners.

Failure to pay player wages on time in spring months led to sanctions by the English Football League (EFL) in summer, stopping Wednesday from completing any player acquisitions for the following recruitment periods, although those limitations were removed in late summer.

Regulator's Perspective

The chairman stated: "The job [of the regulator] is there for the Owls followers, teams facing challenges where supporters are loyal to a regional establishment that has been part of their lives in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for every team that in modern times have encountered failure, or been close to going to the wall, for factors unrelated to the supporters."

When asked if the authority might compel an owner to sell a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the response would be once we collect the information and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an specific team, an particular chairman, without being in a position to cooperate with that proprietor to address the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"In actuality, when you look back over the history of the sport, over the recent generations there have been particular chairmen, few in number, but particular people who have shown negligence in the manner they have operated their organizations and finally decline to assume obligation for the coming years."

'Mistakes could erase significant advances'

The regulator engaged officials from numerous teams to detail the scope of the authority recently and stated it constituted a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"The role holds considerable importance, because should mistakes occur, if the world of football gets it wrong, the significant advances achieved could disappear swiftly," the chairman stated.

"Such an outcome is universally undesirable in the realm of domestic football is a major achievement - we've got to keep it going.

"Substantial financial resources entering the sport and has been channeled for the past two decades, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the immediate future."

Elite Division Worries

Top flight officials resisted the formation of an authority because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I fully support the prosperity and expansion as an economic entity of the Premier League.

"Being fully aware of the worry about compromising the division as a high-quality offering of the nation. But simultaneously, if you engage with division representatives after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a considerable comfort."

Partisan Associations

The chairman continues to confront a "thorough examination" by the public appointments commissioner after he disclosed making donations to the opposition group in 2020.

The official donated money to government minister the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the official body endorsed my nomination," Kogan said.

"I am no longer involved in any form of political activity."
